| Through a
comprehensive Community Health Assessment conducted
by the Partnership in 1997, Eight Core Health Areas
emerged as priorities for improvement in Carroll
County. Results were strikingly similar to the
leading indicators in the U.S. Government’s Healthy
People 2010 project. Operating under the guidance of
the Surgeon General's Office and the Secretary of
the Department of Health and Human Services, Healthy
People 2010 "is the prevention agenda for the
Nation. It is a statement of national health
objectives designed to identify the most significant
preventable threats to health and to establish
national goals to reduce these threats. It also
challenges individuals, communities, and
professionals - indeed, all of us - to take specific
steps to ensure that good health, as well as long
life, are enjoyed by all."
Though budget-limited,
The Partnership has tried to monitor relevant data
about our community’s health. We updated data in
1999, did the Healthy Indicators Project in 2002,
and again updated data in 2003. When we drafted the
Strategic Plan for 2004 - 2006, eleven priorities
were chosen, which established the direction for our
work for the next three years. The plan affirmed our
continued commitment to our original Eight
Improvement Areas, and added three new Core Health
Improvement Areas; Growth & Development, Positive
Youth & Family Development and Environment.
Progress is related to
our effect on the underlying root causes associated
with these issues, and we strive to address those.
These eleven issues touch us all. In cooperation
with our community partners, we seek to make
measurable, sustainable, long-term progress...with a
couple of quick wins along the way to keep us
