Consistently, our needs assessments tell us that the community of Carroll County is generally a very safe place to live, work, and play – however, any level of violence is disruptive and unacceptable. Also, interpersonal violence (including homicide, physical abuse or neglect, sexual abuse, rape or attempted rape, physical assault, and verbal or physical threats) is often under-reported, especially sexual assault and domestic violence.
Our community is fortunate to have an active Domestic Violence Coordinating Council leading efforts to address issues of interpersonal violence, and which has served as our Leadership Team in this area. In 2010-2011, The Partnership for a Healthier Carroll collaborated with the Domestic Violence Coordinating Council to create an educational DVD to make professionals and advocates aware of important issues and resources related to domestic violence. The goal of this project is to, increase the number of referrals to appropriate services, and increase the percentage of peace and protective orders that are granted. Those who worked to create this DVD program include representatives from Family and Children’s Services of Central Maryland, Sexual Assault Forensic Exam Nurses at Carroll Hospital Center, Rape Crisis Intervention Services, the Family Law Administration of the Circuit Court of Carroll County, the Humane Society of Carroll County, the faith community, and The Partnership for a Healthier Carroll County. Special thanks are extended to the Maryland Police and Correctional Training Commissions for taping and producing this program.
This DVD is for those who work with victims of domestic violence, including:
- Hospital and health services staff – including dentists, nurses, and physicians,
- Emergency response workers,
- Social workers,
- School staff,
- Family and day care centers,
- New judges,
- Clergy and counselors, and
- Staff of organizations that provide advocacy and services.

The expert members of the Domestic Violence Coordinating Council agree with us that objectives, indicators, and strategies related to violence require periodic review. In FY2012 our organization will be suspending Leadership Team involvement in this area while we conduct a major community health needs assessment. The Coordinating Council will assist us in gathering information regarding interpersonal violence. During the assessment period we will remain in contact with the Council and will continue to provide information related to interpersonal violence on this site.
